  1. Choose an existing guide and identify the staff member responsible for its release.
  2. Attach the controlled reference and a separate set of proposed edits.
  3. Request a change list that distinguishes quoted wording from interpretation.
  4. Resolve technical questions with the process owner and store the approved revision through the normal document system.
