Government in Marlborough
Marlborough District Council combines regional and territorial functions as a unitary authority. Its services range across infrastructure, environmental work and community facilities.1 A generic briefing exercise can therefore test whether a draft keeps distinct responsibilities apart. We start with public documents so staff can practise that judgement without disclosing internal case information.
Claude Projects provide a place for the chosen reference set, and artifacts make the developing paper or diagram easier to review.7,8 TheColab teaches document-led questioning: ask what the supplied evidence establishes, what remains uncertain and who needs to decide. Staff then check the original passages before relying on the draft.
Paid employees in government went from 1,156 in February 2020 to 1,162 in February 2025 (+0.5%).

Local context
- Innovate Marlborough sits within Council's economic development work and supports regional business innovation.3 Police stations also serve Blenheim and Picton.2 Council's September 2026 Market Street notice explains changed access and ongoing works.9 That provides a concrete public-document example for practising a briefing that preserves what has finished and what remains in progress.2,3,9

Where Claude helps government teams
Make a briefing's evidence inspectable
Put a public report and a fictional decision brief in a Project. Ask Claude to prepare a table of claims, supporting passages and open questions before drafting the paper.7 The officer checks each reference in context. Keep a recommendation separate from the report's findings so a reviewer can see where staff judgement begins and the source ends.
- Policy or project officer
- Projects with long documents
Preserve differences in a consultation exercise
Use invented submissions about a generic community facility. Ask a Project-based review to identify themes and retain the submission identifiers behind each theme.7 Inspect minority views as well as common ones. A staff reviewer checks whether the draft has merged opposing positions or converted a suggestion into support. Keep this synthetic exercise separate from any actual statutory consultation.
- Consultation coordinator
- Projects for document comparison
Draft public information with boundaries intact
Create an artifact explaining a fictional application process from an approved source outline.8 Specify that the draft must preserve eligibility conditions and leave unresolved details visible. A service owner compares it with the input and checks accessibility. Do not let simpler wording remove a condition or imply that an application has already been accepted.
- Public communications writer
- Document artifacts
Map a handover across service roles
An artifact can show an invented enquiry moving from reception to the relevant service owner. Anthropic describes diagram and interactive outputs.8 Test a request that crosses the draft's boundary and identify who should clarify it. The manager reviews the map before it is used for staff learning, including whether it incorrectly gives one team authority over another team's decision.
- Service improvement manager
- Artifacts for process mapping
Challenge a briefing before it reaches the reviewer
- Choose public source documents and label the proposed decision as a fictional training exercise.
- Request an evidence table and inspect unsupported claims before drafting the narrative.
- Have the officer review source references, remaining questions and the route for approval.

Government in Marlborough: questions
Must the workshop use confidential agency papers?
Public reports and invented submissions are sufficient to teach evidence tracing. They let staff challenge mistakes openly and agree a review standard before considering any more sensitive material.
Can the tool provide a consultation result?
The proposed lesson groups synthetic material for staff inspection. Officers must check source coverage and the range of views; a generated theme list is not an approved consultation finding or a decision.
Does national AI guidance replace council policy?
No. GCDO publishes a public-service reference framework.5 Confirm its relevance with your governance lead and apply the council's own approvals, information rules and review responsibilities to the selected task.
Can an agency host the learning in Marlborough?
TheColab can bring practical training to a local workplace. Scope the audience, public documents and reviewing roles first so the session fits the agency's authorisation and staff development process.
