Government in Hawke's Bay
A generic regional project team can start with public reports and a fictional briefing request. Staff ask Claude to identify the relevant passages, distinguish findings from proposals and list information the pack does not contain. The policy adviser resolves those questions before drafting recommendations. This is a practical way to test the quality of assistance without treating the tool as the decision-maker.
TheColab provides on-site training for Hawke's Bay workplaces. We teach document context through Claude's existing chat Projects and use artifacts to make draft reasoning visible. Anthropic documents both capabilities.4,5 Technical staff can take a separate Claude Code exercise in a safe repository copy, with an experienced developer reviewing any change.6
Paid employees in government went from 3,727 in February 2020 to 4,038 in February 2025 (+8.3%).

Local context
- Hawke's Bay Regional Council lists water management, flood protection, monitoring and regulatory work among its functions. That mix makes source scope important: a report about one service must not silently become advice about another.11
- The Council's September 2025 flood resilience invitation sought community input on future priorities. It provides a local setting for testing how a summary preserves uncertainty, differing views and links to the original material.22
Organisations are named for local context only. No relationship with them is implied.

Where Claude helps government teams
Build a briefing evidence Project
Put public reports and a fictional briefing instruction into a Project. Ask Claude for a table linking each proposed finding to its source passage. Uploaded documents and instructions provide its context.4 Keep assumptions and unanswered questions in separate columns. The adviser checks the table before requesting prose, then removes any conclusion that the supplied material does not support. The approved briefing follows the agency's normal review path.

Compare policy wording with a long report
Use clearly labelled public documents to examine whether a draft explanation matches an accepted policy. Ask Claude to quote the relevant passages and expose apparent conflicts. Its Project knowledge supports document-focused work.4 A specialist decides how the policy applies. The exercise should show where a summary has shortened a qualification too far, rather than asking the tool to establish statutory powers or determine a consent outcome.
- Senior service analyst
- Long documents and source files
Design a public explanation artifact
Draft an artifact that explains an approved service process with headings, a diagram and a text alternative. Claude artifacts can hold editable documents and diagrams.5 Test it against fictional enquiries, including a case outside the process. The service owner checks eligibility and contacts; communication staff inspect readability and accessibility. Only the accepted version enters the publication system, with a clear owner for later updates.
- Public information writer
- Document and diagram artifacts
Review a reporting script in isolation
Give Claude Code a safe repository copy for a utility that prepares tables from public data. Ask it to explain the existing method, propose a change and run relevant tests. Those are documented coding capabilities.6 Keep production systems and restricted data outside the exercise. A developer inspects calculations, the diff and test coverage before deciding whether any change should enter the team's normal release process.

Draft a briefing from public evidence
- Choose public source documents and define the question an adviser needs to answer.
- Request an evidence table that keeps facts, assumptions and proposed actions distinct.
- Have the subject specialist resolve contradictions before Claude writes the narrative.
- Retain the accepted draft, source pack and review record through the agency's established process.

Government in Hawke's Bay: questions
Is this evidence of a council Claude deployment?
The page describes potential training exercises grounded in regional work. Its research does not establish a local deployment. An agency must approve its own account environment, task and information scope before use.
Can we train with public consultation documents?
Use already-public material whose reuse the agency has accepted. Begin with fictional submissions where practical. A reviewer should test whether the summary preserves minority views and links each finding to the source.
Will the workshop settle our AI policy?
It can help staff draft a use guideline and test review responsibilities. Your governance owners decide the policy. National guidance covers several adoption considerations that need organisational decisions beyond prompt writing.3
What should the technical team prepare?
Bring a separate repository copy, public or artificial inputs and a task with a clear acceptance check. Keep secrets out of the exercise and identify the developer who will inspect proposed changes.
