- The GCDO's 2025 survey reports national AI activity in supporting functions and identifies skills, privacy and security among barriers.2 It does not provide a Wellington deployment rate. Where Claude helps government teams
Build a source-based briefing workspace
Put approved public reports and briefing instructions in a Claude Project. Projects hold uploaded knowledge for focused conversations.5 Ask for a draft that separates established facts, assumptions and options requiring a decision. Require a source passage for each material claim. The policy analyst checks the full reports before the briefing goes to the designated reviewer.

Review themes in sample submissions
Use fabricated submissions with stable reference labels. Ask Claude to organise themes in a document artifact and link each theme to the supplied examples. Artifacts support separate review documents.6 Check a selection against the originals and look for overlooked minority views. Keep interpretation of public input and any recommendation with the official responsible for the consultation.

Explain an administrative process
Create an artifact from an approved public procedure, with a simple explanation and diagram for review. Claude can produce documents and flowcharts as artifacts.6 Test whether a reader can identify the next step and escalation contact. The service owner checks conditions, exceptions and contact details before publishing anything that the public might rely on.

Test a publication quality check
A developer can use Claude Code to inspect a sample public-content repository and propose checks for missing references or broken links. Claude Code reads repositories, modifies files and executes commands.7 Review the code and test deliberately incomplete examples. Keep the check separate from deciding policy meaning, and pass any release through the agency's established technical approval process.

Check a briefing claim through to its source
- Choose public reports and write a fictional decision question for the exercise.
- Ask Claude for a brief with the supporting passage beside each claim.
- Have the analyst read the source context and flag omissions or unsupported certainty.
- Retain the reviewed draft and its evidence trail in the agreed record location.

Does the Framework approve Claude for our agency?
The Framework provides direction and encourages alignment; it is not binding and does not replace your agency's tool decision.4 Confirm the permitted environment, material and task with the relevant internal owners before using work documents.
Can a council service team use these exercises?
Choose a public procedure with a service owner who can review its explanation. A generic library or facilities process gives staff a concrete writing task. Apply the council's own records and privacy requirements to the proposed workflow.
How do we keep submission analysis balanced?
Use stable labels, preserve the source text and check themes against individual examples. Look specifically for views that do not fit the main categories. The consultation owner must judge whether the draft fairly represents the material.
Who should join an agency rollout session?
Include a business owner, an information manager and someone who can assess technical access. The GCDO survey highlights capability and security barriers.2 Their involvement helps define a practical pilot with a review owner and a maintenance process.
