Can a council start with public reports only?

That is a useful scope for an initial session. Staff can test source references, decision status and review ownership with published material, while information managers assess whether any later internal use is suitable.

Does national guidance prove our council can use Claude?

No. GCDO's governance material provides a public-service reference for oversight and assurance. Your council must identify its applicable policies and approve the specific tool, purpose and data before an operational pilot.3

How do we avoid a summary hiding disagreement?

Request the evidence supporting different positions and a distinct unresolved-issues section. Have a colleague check a sample against the complete document, especially when an objection qualifies an otherwise broad recommendation.

Can an artifact be published straight from training?

Keep the exercise draft internal until communications staff review its content and presentation. The artifact format can help discussion, but publication still needs the organisation's normal approval and accessibility checks.6
