Claude for Otago public documents and briefings

Government in Otago
Dunedin City Council publishes its governance arrangements, and Otago Regional Council maintains regional economic research. These public materials offer practical sources for learning document review without opening restricted council records. A generic Otago policy team can compare a public plan with a proposed briefing and check whether the briefing preserves its scope.1,2
Our training begins with the question the officer needs to answer. Participants identify the approved references, the audience and the decision that remains with the responsible person. Claude then helps prepare a draft evidence table. The reviewer inspects the original passages before the prose is ready for circulation.
Paid employees in government went from 5,237 in February 2020 to 5,598 in February 2025 (+6.9%).

Local context
- QLDC's April 2026 AI paper describes completed readiness work and emerging staff interest. This is a useful local sign of governed adoption work, but it does not establish council approval of Claude or a result for any proposed training task.33

Where Claude helps government teams
Assemble a public-policy Project
Claude Projects can hold reference documents and instructions. Build a practice collection from cleared public plans and an approved briefing format. Ask for an outline with a source attached to each factual point. The policy officer checks the version, geographic scope and distinction between a proposal and an adopted decision before drafting any recommendation.6

Challenge a long committee briefing
Use uploaded reference files to examine a fictional draft briefing. Request a list of claims that lack support and any qualifications lost from the source documents. Check the relevant tables and appendices in the originals. A useful review exposes uncertainty clearly rather than compress a complex public report into a confident paragraph that changes its meaning.6
- Committee report author
- Long documents and Project knowledge
Draft a public explainer artifact
An artifact can contain an editable explainer beside the conversation. Use a cleared public document to practise writing an accessible introduction with links back to the original. Have staff inspect the draft for unsupported eligibility or service statements. Ask a colleague to identify what a reader might misunderstand before the content owner considers it for the normal publication process.7
- Public communications adviser
- Claude document artifacts
Sketch an internal review checklist
Prototype a simple artifact that asks a report author to confirm sources, unresolved issues and the nominated reviewer. Use fictional projects and leave it disconnected from records systems. Staff test whether missing evidence leads to a clear stop point. The information manager decides how a reviewed checklist could fit the council's actual document process before any wider rollout.7
- Information management lead
- Interactive artifacts
Build an evidence-led public briefing
- Choose a public document approved for the learning task.
- Write the briefing question and identify the accountable reviewer.
- Ask Claude for supported points and a separate uncertainty list.
- Trace each point back to the original source passage.
- Keep the reviewed draft and its source note in the approved council process.

Government in Otago: questions
Does the local AI paper approve Claude?
The QLDC paper describes its own readiness activity and tool context. It is not an approval for another council or product. Ask your organisation to confirm the permitted tool and information class before bringing staff into a hands-on exercise.3
Can we practise on a public committee agenda?
A cleared public agenda can be a suitable source. Select a specific report and ask participants to check a fictional briefing against it. Keep document dates and proposal status visible, since a public source can still be misread or taken out of context.
How do we keep review accountable?
Nominate the person who can approve the work and record what they checked. GCDO guidance emphasises human understanding and oversight of outputs. An evidence table helps that person inspect the draft, but does not transfer their decision to Claude.5
Can training serve Otago district offices?
We can come to council and public-service workplaces across Otago. Remote delivery can support staff in different offices, and public workshop days are another option. Include your policy and information contacts when choosing the cleared source material.
