Government in Waikato

Waikato Regional Council's work includes flood protection, monitoring, biosecurity and transport planning. City and district councils handle a different set of local services and land-use planning tasks.1 Choose a training example that fits the staff role instead of treating every public organisation as the same type of council.

A generic policy team could work from a public regional strategy and a fictional request for advice. Claude Projects can hold the selected documents and instructions.7 Participants ask for the passage behind each proposed briefing statement, then inspect whether the statement fairly reflects the original report and its qualifications.

Paid employees in government went from 10,966 in February 2020 to 10,983 in February 2025 (+0.2%).

Where Claude helps government teams

  • Trace a briefing through a long report

Use a public planning report in a Project and ask for a briefing about a narrowly defined issue. Require a document location for each factual statement and separate implications from reported evidence. The policy officer opens the passages and checks the qualifications. Include an unanswered question in the exercise so the model has a reason to state a limit.7

    • Policy and strategy officer
    • Long documents and Projects
  • Compare an old guide with a revised draft

Supply a fictional public-service guide and its proposed revision. Ask Claude to flag changes to meaning, responsibilities and the action a resident is asked to take. Keep the comparison separate from a plain-language rewrite. The service owner reviews both before accepting new wording, especially where a helpful-sounding sentence could introduce an unsupported requirement.7

    • Public information editor
    • Project document comparison
  • Display a consultation review matrix

Build an artifact from invented submissions with stable sample identifiers. Show each theme beside its supporting comments and include a separate area for disagreement. Ask reviewers to challenge a theme that lacks evidence. Treat the display as a working aid for analysis, then save the accepted interpretation and source links through the organisation's normal records process.8

    • Engagement analysis lead
    • Artifacts
  • Test a public-data formatting utility

Use Claude Code to prototype a checker for a synthetic monitoring export. Define the column names and expected record shape before development. Test an unfamiliar field and an empty entry, then inspect whether the code explains failures. Technical staff review the utility in an isolated project before any approved connection to operational data or publication systems is considered.9

    • Council data developer
    • Claude Code

Approve an evidence-linked briefing

  1. Choose an opened public report and write the officer's briefing question.
  2. Extract supporting passages with a list of unresolved points.
  3. Compare the proposed interpretation with the report's original qualifications.
  4. Approve the final briefing and capture its evidence through the agreed records process.

Government in Waikato: questions

Can we practise with public agenda papers?

Public documents offer a useful starting point when the task and source version are clear. Ask the officer to verify the passages before accepting a briefing. A long report can contain alternatives and proposals that should not be rewritten as decisions.

Does a consultation matrix replace the engagement team's analysis?

Use the matrix to help reviewers inspect themes and disagreement. They decide whether the coding is fair and complete. Keep the original identifiers so a reviewer can return to the relevant sample comment rather than rely on a generated label.

Who is responsible when a draft supports a decision?

The GCDO's guidance keeps accountability with agencies and responsible staff.6 Name the officer who checks the source, the person who approves the interpretation and the records process that preserves the accepted work.

Can TheColab visit our public-service office?

We can deliver training at a Waikato workplace using approved public or synthetic material. Discuss the roles attending and the agency's review requirements when arranging it. Public workshop days also provide an introduction for individual officers.
